This does not mean that the other two clerks were idle; there is always plenty for them to do, and they were doing it. The last sentence of thes, again, shows lack of appreciation of
facts. The number of receipts for light dues is no measure of the work done; for all mail steamers, and river steaners, and most of the regularly-calling Ocean steamers, have their light Dues paid for them, en bloc, monthly.
Para: 10. Is correct, but misleading. The preparation of the applica- -tions for, and examination and submission of documents preparatory to, examination of candidates, is not done in a minute, and the "V2- -rious returns" are fairly bulky forms, requiring a large amount of work. (see Tables D.II. III. IV.V.VI, and others, of my Annual Report)
Messrs Osborne and Messer passed just three minutes in this
room, at the slackest time of day. The issue of stationery and stores is a duty for which I am responsible, and I delegate it to that officer whom I consider to be in the best position to carry it
out to my satisfaction.
